2D vs 3D game application

Hello friends,



How is a 2D game diferent from a 3D game in broader terms like programming complexity, resources/assets involved, need of other tools/applications to achieve an objective, need of human resources other than programmer etc?

And finally, should a new bie start with 2D development first or he/she can directly plunge into 3D world?
