Dyanmic Character bodies

I want to make characters whos body parts I can adjusted in a predefined manner for character customization. Im not really sure to go from importing the base model to say making the limbs thinner or thicker. Or making the chin protrude more or less.

I wonder if you could use bones / weights to morph the model properly. Google might find you some good tutorials on it.

MakeHuman project has at least some system to do this but I don’t know if the details are publicly available.
