Halo effect issues

I'm working with the particle editor trying to produce a halo effect as part of an explosion, I have it mostly working except that I not been able to adjust so that

  1. moving the camera has no effect on its orientation


  2. I cant seem to center the emission = the center of particle texture.

    essentially its a single particle effect if someones knows of settings that might help or  know a multi-particle way to achieving said,

    please throw me a couple tips

anybody? i've tried everything, all kinds of settings even tried coding and can't seem to get emission and texture centers to align, or to "hopefully" be more clear how do I get the particle to grow so that the particle texture midpoint is at origin of the emitter
