how can i create an terrain an paint it with open source programs? 
Make sure to read http://www.jmonkeyengine.com/wiki/doku.php?id=loading_the_terrain and do all the FlagRush tutorials. They helped me a lot with starting JME. After that you could easily paint a heightmap with Gimp and load it for your terrain.
