With PM you risk getting ignored. In the forum its better cause more people can agree with you/hear your opinion etc.
Some forums like GameDev.net actually have a reputation/karma system so if someone does something good you can give them points, and if they do something bad you can take off points.
Although there are also many bad ways to implement it, like GameDev.net, where the moderators automatically get a ton of points and can treat everybody bad without losing any, and everybody learns from them by example 
The way that is generally considered both effective and showing the poster you are responding to is clearly at a lower level than you in the matter discussed is as follows:
"OMG lol stfu noob uninstall internet u suxx"
There are of course other ways but this one is unanimously considered the best one to use in almost any situation.
