Packaging for Mac OSX

OK so I am a noob when it comes to the built in deployment tools. The question I have is if I am building on windows can I package the game with the native Mac OSX wrapper from my windows machine? I know I can create a windows .exe but can I also create a Mac package even though I am packaging from a Windows environment? This question is for SDK 3.1 if that makes any difference.
