How can I make rain with splashes on terrain surface?

Albeit maybe a tad different but I think for most solutions the first post (Alric’s) hits it on the nose. This can be modeled nicely with a small particle effect on the terrain surface, much like how you’d do say a blood splattering or a dust pickup for other effects like an avatar walking or a bullet hitting something.
