can somebody tell me how i can create a texture to my character? what program i have to use?
i don't know how make a texture for the characters please help me.

You can just google for blender tutorials in how to create textures.
Indeed even tho blender can be a pain sometimes, together with gimp it creates a powerfull free toolset for 3d and 2d graphics

Yes, easiest to start with a photo and paint on it (or use filters) to archieve the look you want.
I think you should check some modeling tutorials online for 3D Studio, (blender is an opensource alternative to 3DS Max).
Look up for tutorials about modelling, face / human modelling, uvw unwrapping and texturing, it should be enough to give you some basic idea about how to model and texture stuff you want
