Yes, by definition is something is “units per second” then it is already frame rate independent.

Online games have a completely different set of problems since what they consider to be “now” is completely different and the different between what one machine considers to be “now” and another will vary slightly all the time. At least where communication is involved. Simply dead-reckoning everyone is probably the worst approach, overall.
