Some meshes cannot be decimated

What determines if LOD can work or not on the mesh?

1135 objects created for testing.

1125 are code generated colored spheres. All LODs work perfectly.

4 sets of stairs.
1 works to about 95% of mesh removed and is straight set of stairs.
1 works to about 20%, the bottom straight part, rest doesn’t work. 90deg bend in stairs.
Other 2 nothing happens, two 180deg cutbacks, one spirals, other uses straight steps that meet platforms.
Blender models- ogre export.

1 Platform with 2 levels.
Half of lower and upper level will be removed.

Nothing works.

4 terrain
1 Nothing works. Scaled Blender model - ogre export.
3 Terrains generated from heightmaps made from terrain model. Anything rising from ground works. Flat ground, nothing works.

In essence, 1 blender model almost works as expected, 1 blender model 50% works as expected, 1 blender model 20% works, 3 terrain LOD only work on raised ground. Code generated spheres, no problem, everything else fails.

I also see no benefit to even using a LOD when the FPS isn’t even affected by using them.
